Background

Concern Worldwide is an international, non-governmental, humanitarian organisation dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Pakistan since 2001, when it initiated an emergency response project to address the Afghan refugee crisis in Baluchistan. Concern later moved into emergency, early recovery, and long-term development programming being implemented though local NGO partners in Baluchistan, Khyber Pakhtunkhwa (KP), Punjab, and Sindh provinces.

Concern’s aim is to help people living in extreme poverty achieve major improvements in their lives which last and spread without on-going support from Concern. To achieve this aim Concern engages in long term development work and seeks to address the root causes of extreme poverty. Concern understands extreme poverty based on the following three dimensions;

  1. Lack of and/or Low Return to Basic Assets (unique to extreme poverty),
  2. Inequality (causes, maintainers and obstacles),
  3. Risk and Vulnerability (causes, maintainers and obstacles).

To address the issues of risks and vulnerabilities in flood affected areas, Community Based Disaster Risk Management component of Building Disaster Resilience in Pakistan (BDRP) programme funded by DFID is designed to improve resilience of targeted communities in 35 districts of Pakistan over the period of 5 years. The project is aiming at poor men and women are more resilient to natural disaster. This Programme has following outputs.

  • Output 1: Inclusive community disaster management committees (CDMC) formed (through developing existing committees or building new committees) and maintained, which are progressing with high quality planning and delivering against plans
  • Output 2: Households in target communities, particularly the most vulnerable, choose to take up resilience project options
  • Output 3: Community disaster management committees (CDMCs) are able to develop good quality proposals and submit to local districts for financing or co-financing

Purpose of the consultancy

The specific purpose of this consultancy is to support in preparing a detailed Logframe Matrix (upto Activity level) by updating /revising the existing high level Log frame for the programme including indicators and Develop M&E framework. 

The overall purpose of the consultancy is to hire services of suitable person/s/firms to facilitate process of context specific conceptualization of resilience as well as designing theory of change articulating how activities and outputs of the Community Based Disaster Risk Management component of Building Disaster Resilience in Pakistan (BDRP) programme will result in changes in people’s behaviour to anticipate, plan for, cope with and adapt to shocks and stresses.

Essential and Desirable Experience/Qualifications

Concern Worldwide is seeking an experienced consultant with the following expertise:

  • Solid similar experience of developing M&E systems including indices (based on different indicators), M&E frameworks, methodologies and tools for resilience measurement preferably for DFID funded projects with a focus on resilience/rehabilitation.
  • Strong knowledge of resilience particularly in the context of floods with special focus on agriculture, livelihoods livestock management, technical education, DRR and infrastructure
  • Post-graduate degree(s) in Social Sciences/ Development Studies/ Disaster Management
  • Excellent communication and drafting skills in English. In case of an international consultant/candidate, due to the current volatile security situation in Pakistan and the extensive procedures necessary to obtain the required NOCs/Visas, international consultants may be engaged remotely with a consistent support of local team of experts.

Objectives and Specific Tasks to be undertaken by the Consultant(s)

The following are the major tasks consultant is expected to undertake

  • Conceptualization of Resilience in the specific context of BDRP Programme design and shocks and stresses in targeted areas;
  • Revision and refining of existing theory of change for project articulating how project outputs will improve resilience, and with what changes these improvements in resilience will be associated;
  • Development of Resilience indices based on indicators in the context of defined and identifiable shocks or stresses in targeted areas; and
  • Advise on Log frame matrix revision and subsequently development of M&E framework.

Outputs

The consultant(s) will produce following key outputs:

  • A document presenting conceptualization of Resilience in the context of BDRP Programme design and targeted areas.
  • Detailed Theory of change document
  • Resilience indices with proper weights and thresholds for indicators in various dimensions.
  • Revised Log frame matrix and M&E framework The outputs can be further adjusted based on the need of the program and donor. Payments will be made in instalment as per the set millstones agreed in the contract agreement. Apart from this Digital copies of all reports/documents will be required by Concern at the end of the set deadline.

Lines of Communication

The consultant will report to Concern’s Deputy Team Leader for Community Based Disaster Risk Management component of Building Disaster Resilience in Pakistan (BDRP) programme and will liaise closely with MER-Specialist, the Livelihood Specialist, and DRR Specialist and relevant Advisors from Concern’s headquarter (Dublin). Apart from this regular meetings and interactions with the relevant team of Consortium partners will be made to discuss and finalize each output mentioned in section 3. In addition if required, consultant may be asked to present his/ her work in Consortium Technical Working Groups for broader understanding and feedback of Consortium Partners.

Timeframe

The consultant will complete the work over a period of 25 working days spread over 2 months starting from mid Jan 2017 to Feb 2017 with the following break up. This break up can further be discussed once consultancy is offered.
