The Japan International Cooperation Agency (JICA) Rwanda Office JICA Rwanda is looking for a consultant to conduct a survey on Landslide and Innovative Technologies to Counter the Threat in Rwanda.
Terms of Reference:
Under the direct supervision of Senior Representative and Program Advisor JICA Rwanda Office, the Consultant performs the following functions:
(1)To obtain the latest Disaster Risk Reduction policy of the Government of Rwanda and highlight the specific challenges.
(2) To secure the list of the hot spots of landslides in Rwanda and specify the importance and priority of the hot spots to shortlist the area for feasibility survey.
(3)Take into consideration the following 3 innovative technologies as a solution to the to the threat of landslides:
- Satellite data, as a solution to monitor the amount of rain and analyze the risks of landslide.
- Landslide sensor, as a solution to monitor the movement of the land.
- Surge protector, as a solution to the threat of lightning.
- Any other relevant innovative technologies.
(4)To focus on the impact disaster to the human and economic capital, which include:
- Housing, Schools, churches, and Hospitals.
- Transport and electricity facilities.
- Agriculture area.
(5)Prepare the survey reports and join the meetings.
Conditions of the Service Agreement:
The successful consultant will sign a service agreement with Japan International Cooperation Agency (JICA) Rwanda Office. General conditions of the contract will be negotiated with the successful candidate.
Qualifications and Experience:
- (1)The consultant should have a proven track record and professional experience for more than 5 years in the field of Disaster Risk Reduction (DRR), preferably in the field of especially land slide, and preferably flood and lighting or related field.
- The consultant firm should have a specialist with a masters degree with 5 years experience or bachelors’s Degree with 7 years expereince at least, in DRR or related field.
- (2)The consultant should have a competent network with the stakeholders in the field of DRR, including the government, institutes, and international donors.
- (3)The consultant should have a capability to understand the innovative technologies to be introduced by JICA Rwanda, preferably to own a record of experience to work with any technology, device, or service of DRR in the past.
- (4)The consultant is able to deploy an assistant to visit the survey site with the consultant to ensure promptness and quality of the survey at the actual place. However, the assistant should own a professional experience in the field of DRR.
- (5)The consultants who engage in this survey shall have excellent speaking and writing ability in English.
How to Apply:
Interested candidates must collect the Request for Proposals of this consultancy at JICA Rwanda Office anytime from Monday to Thursday between 8:00-16:00 and Friday between 8:00 and 12:00 by 06 December 2024.
The deadline to submit proposals to JICA Rwanda Office (Ground Floor, Ebenezer House, Kacyiru, and Kigali) is on 16 December 2024 by 11:00.
