Background
The Asian Disaster Preparedness Center (ADPC) is providing consultancy services to the Ministry of Planning and Investment (MPI), Government of Lao PDR for the project "Mainstreaming Disaster and Climate Risk Management into Investment Decisions." The project initiated since March 2013 aims to strengthen the institutional authority and implementation capacity at national and sub-national levels in mainstreaming disaster risk management and climate change adaptation into public infrastructure investments, thereby decreasing the vulnerability of the population and national economy to climate change and natural hazards.
The key tasks are:
Task 1: Project Management.
Task 2: Risk Assessment.
Task 3: Mainstreaming Disaster and Climate Risk Management into Investments.
Task 4: Institutional Strengthening and Capacity Building.
Task 5: Resilient Infrastructure Design for Road and Irrigation.
Task 6: Project Monitoring and Evaluation.

Roles & responsibilities
ADPC is looking for an experienced all-round Civil Engineer with at least 20-year proven experience in a combination of Civil Engineering and Project Management and at least 10 of which should be with a developing country or emerging nations, preferably in Lao PDR and the Southeast Asia region. He/She should have a first degree in Civil Engineering or related subject and postgraduate degree in a Civil Engineering or Disaster Management related core skill.
He/she will have overall responsibility for the direction, technical excellence and successful completion of the project, with specific responsibility for ensuring the effective integration and mainstreaming of the project within relevant Ministries and their Departments at central and provincial levels. He/she will play a key role in supporting the cross-cutting Steering and Management Committees and in ensuring the effective contribution of the Technical Working Group. He/she will be responsible for managing the dialog and interface with the World Bank, compiling and ensuring quality control and timely delivery of all deliverables.
The main tasks of the Team Leader would be
- To lead design and civil work of pilot study and recommendations (check the quality and resilient aspect of the designs and related documents of the pilot projects under the road and irrigation sectors, propose the pilot project resilient design for approval,
- Prepare bidding documents for each pilot projects, monitor the application of the new DRM tools in the pilot projects and prepare technical reports on the details and critical review of the pilot studies.
- Technical documentation on mainstreaming aspects, inputs to engineering designs for resilient infrastructure related to road, irrigation and housing sectors.
- To provide guidance to the National Deputy Team Leader to coordinate and manage the activities, outputs of project team members/specialists, review and monitor the performance of project activities.
- To support the semi-annual and final project reviews and evaluation undertaken by the Client
Core Competencies and Qualification
The following qualifications are required for the post of the National Coordinator
- Civil Engineer with at least 20-year proven experience in a combination of Civil Engineering and Project Management
- Ability to provide guidance to sectoral ministries of national and sub-national government in improving institutional systems in DRM/CRM mainstreaming and resilient infrastructure design and implementation.
- Ability to prepare resilient engineering design and develop technical documentation related to DRM/CRM mainstreaming
- Readiness to provide home based and field based inputs to project team and key sectors in training and capacity building activities

Technical Direction / Supervisor:
The Team Leader would work under the supervision of the Head of Disaster Risk Management System (DRMS). He/She would work in close collaboration with Deputy Team Leader and other project team members.
