Background
Since the Coastal Embankment Project of South West Bangladesh was implemented back in 1960s, the region has been blighted by regular floods. Over the last twelve years, the problem has become ever more severe. In consortium with a number of other NGOs, Oxfam established the FRESH project to construct shelters and support the region’s people in their preparation for future floods. As the technical lead on this project, you’ll have a direct impact on its success.
The role
Heading up a dedicated and diverse team, consisting of both Oxfam colleagues and staff from other consortium members, you’ll be instrumental in defining the FRESH strategy. Planning and co-ordinating the various shelter construction projects across the region, you’ll go on to offer technical support to the design and implementation of each one. Monitoring the quality of the work, you’ll make sure it meets the needs of local people and adheres to Oxfam's own high standards. All the while, of course, you’ll need to ensure the FRESH team’s efforts are aligned with the existing Disaster Risk Reduction (DRR), Water, Sanitation & Hygiene (WASH) and in-country programmes. Not to mention Oxfam’s broader strategic objectives. It’s a wide-ranging role that’s as much about capacity building as it is about day-to-day project management. As such, you’ll be operating on both a strategic and operational level.
Requirements
Along with a Civil Engineering degree, you’ll need considerable experience of construction in the water, sanitation and public health arena. Having spent time working with governments and other NGOs on similar disaster response and risk reduction projects, you’ll have proven your ability to design, develop, implement, monitor and evaluate this type of construction work. But just as important as your technical expertise and practical know-how will be your powers of analysis, report writing skills and ability to build relationships with everyone around you. From a practical standpoint, you must also be prepared to spend much of your time travelling and working in challenging environments.
