Job purpose

The Technical Coordinator in the conflict Disaster Risk Management (DRM) sector is responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of the DRM sector in conflict-affected Eastern Ukraine. He/She plays a leading role in providing technical inputs to the conflict DRM sector strategy at the local and national level, focusing on the particularities of conflict-related emergencies and related industrial/environmental risks. Moreover, he/she supports the Project Teams and consortium partners in the planning, design, implementation, supervision, and potential expansion/development and administration of technical DRM interventions. 

The Technical Coordinator is based in Sloviansk, Ukraine and reports to the Head of Consortium. 

Objectives

  1. To coordinate ACTED’s DRM activities, provide technical support to conflict DRM projects, define coherent DRM implementation modalities, tools and methodologies in a consortium approach, build the DRM capacity of staff.

  2. To support the development of context specific and relevant DRM programming strategy including stakeholder engagement strategy with focus on local authorities to sustainably strengthen ACTED’s profile as a credible conflict DRM actor in Ukraine.

Duties and responsibilities:

1. External Positioning

1.1. External relations 

  • Act as key ACTED representative on conflict DRM in Ukraine. 

  • Ensure external representation of ACTED, including through participation in technical and sectoral meetings, in the DRM sector, vis-à-vis national and local authorities, consortium partners, other relevant stakeholders and donors.

  • Ensure effective sectoral coordination and collaboration with key stakeholders and partners, i.e. government counterparts (local, regional and national), humanitarian stakeholders, civil society organizations, community groups, etc. 

  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon the work of others. 

  • Support the implementation strategy through leading external DRM conceptualization workshops, leading a technical DRM working group hosted by the WASH Cluster, etc.

1.2. Technical consortium’s coordination 

  • Participate and contribute to consortium’s coordination meetings.

  • Ensure technical coordination of consortium’s programming and provide ad hoc technical and sectoral support to consortium partners. 

  • Support consortium partners to collect and analyse primary and secondary data related to the DRM and/or civil protection sector in Ukraine.

  • Support consortium partners to analyse the national and international strategies, activities in the DRM and/or civil protection sector in Ukraine and relevant stakeholders.

1.3. Project Development 

  • Provide technical inputs into proposal design and ensure new or adapted projects for the DRM sector focus on maximizing efficiencies, impact and integrated approaches.

  • Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant needs assessments in close collaboration with AMEU.

2. Internal DRM Technical Support and Coordination

2.1. Coordination 

  • Support the development and maintenance of a coherent DRM strategy across relevant ACTED's projects.

  • Promote harmonization of DRM approaches and methodologies across ACTED’s and consortium’s components by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.

2.2. Technical leadership 

  • Provide technical support to the Head of Consortium, Project Managers and other staff to implement the ACTED DRR/DRM projects in high-quality standards.

  • Define project implementation modalities and methodologies (including technical specifications, identification of DRM priorities and investments, etc.).

  • Lead the development of all technical tools related to DRM projects (ToRs for consultants and evaluators, ad hoc reports, capitalization reports, etc.).

  • Analyse the appropriateness, adequacy and potential impact of all interventions in the DRM sector based on known contexts and needs.

  • Liaise with DRM technical and implementation staff (both ACTED and consortium partners) on a regular basis to ensure technical assistance is provided to projects when needed.

  • Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.

2.3. Staff capacity building 

  • Participate and support the recruitment, training and professional development of staff members.

  • Develop training materials and provide trainings to projects teams on ACTED activities and DRM best practices

  • Support the development of capacity-building programmes for local actors (including relevant local services providers) on conflict-related issues. 

Requirements 

  • Degree in relevant field of expertise;

  • At least 5 years of experience in DRM project implementation in the field, preferably in an international context;

  • Experience working in/with civil protection sector in post-Soviet countries an asset;

  • Fluent English skills required, knowledge of Russian and/or Ukrainian a strong asset;

  • Knowledge of Ukrainian context is an asset;

  • Strong ability to coordinate and manage staff and project activities;

  • Ability to organize and plan effectively;

  • Being a strong team player;

  • Familiarity with the aid system, and ability to understand donor and governmental requirement;

  • Excellent communication and drafting skills;

  • Proven ability to work creatively and independently both in the field and in the office;

  • Ability to travel and work in difficult conditions and under pressure.
