Background

Plan International Cambodia and Australia are preparing for the upcoming Asian Development Bank (ADB) Project in Cambodia on Second Rural Water Supply and Sanitation Sector Project from March 2017 to February 2019. The project will support the progressive mainstreaming of climate change adaptation and disaster risk management into rural water supply and sanitation.

Job Description

The International Training Specialist will lead and facilitate the capacity development component of the ADB-funded project. This position will oversee the design and delivery of a capacity needs analysis and training program for key stakeholders at national and subnational levels. The incumbent will coordinate with the Project Coordination Unit (PCU) under MRD and the Provincial Project Teams (PPT). S/he will ensure effective implementation by responding to emergent needs, providing backstopping support, and facilitating other technical specialists to provide assistance to key stakeholders.

The International Training Specialist will ensure that a relevant and appropriate capacity development program is provided to key stakeholders, including MRD, provincial departments and district offices of rural development, commune councils, RWSS committees at the village level, and WSUG. The position will (i) identify the training needs of central, provincial, commune, and village levels; (ii) develop appropriate training programs for all of the TA activities, working with the other specialists; (iii) prepare a detailed training plan and budget, and (iv) assist in the conduct of the training programs. S/he will not directly manage staff but will work closely with the National Training Specialist. 

Responsibilities

  • Carry out capacity assessments to identify training needs in Rural Water Supply and Sanitation (RWSS) among key stakeholders at central, provincial, commune, and village levels
  • Design appropriate training programs for all of the project activities in collaboration with other technical specialists
  • Prepare a detailed training plan and budget to strengthen institutional structures and management/technical capacity related to RWSS 
  • Oversee and manage the work of the training service providers according to expected deliverables and timelines
  • Provide, facilitate, and/or coordinate ongoing technical support after training for key stakeholders
  • Monitor progress against the capacity building plans to ensure that technical learning is applied appropriately
  • Present and facilitate understanding of the project’s training component at project orientation workshops and other events at national and subnational levels, as needed
  • Support the reporting process with clear data, deliverable and outcomes
  • Liaise closely with the National Training Specialist to ensure accountability and deliverables according to the job role and responsibilities
  • Ensure all staff and consultants are oriented and apply the Child Protection Policy and code of conduct throughout project planning, implementation and evaluation

Qualifications

Education

Masters Degree in human resource management, governance or another related discipline (e.g., economics, environmental science, public policy, international cooperation, international development, engineering, natural sciences or a related field)

Knowledge

  • In-depth knowledge in training assessment and delivery
  • General knowledge of rural development in Cambodia
  • Knowledge of adult learning methods
  • Knowledge on key cross-cutting issues including gender, equality, and right based approach
  • Understanding of government ministries/departments and other stakeholders in the water and sanitation sectors including their capacity, strengths and weaknesses

Skills

  • Demonstrated ability to design and deliver capacity needs assessment
  • Demonstrated ability to design and deliver capacity building modules and plans
  • Excellent facilitation skills
  • Excellent coordination skills
  • Excellent research skills
  • Excellent English oral and written communication skills

Experience

  • At least 10 years of experience in human resource management and training
  • At least 5 years of experience on rural development and/or rural water projects
  • Experience on projects financed by multilateral development agencies would be an advantage
  • Previous experience working projects in Southeast Asia is preferred
  • Experience working with government partners

Other Information

The position is based in Phnom Penh and requires frequent travel to provinces to oversee project implementation.
