GNDR is currently seeking a talented professional for the role of Views from the Frontline (VFL) Coordinator. The candidate will lead the implementation of the VFL 2019 methodology in 50 countries. The VFL Coordinator will manage, guide and monitor the process, and build the capacity of NCOs. This is a full-time position on a 3-year contract.

Specific Duties and Responsibilities

The remit of this post will cover the following core tasks and responsibilities:

Learning review of the pilot:

  • In collaboration with the current VFL Coordinator (Pilot phase), advisors and partners, undertake a review of the pilot methodology that is currently being implemented in Tonga and Philippines. Amend methodology, including surveys, handbook and agreements with implementing partners, as per lessons learnt.

Creation of implementation structure:

  • Promote awareness and engagement with the VFL 2019 amongst GNDR members, civil society and relevant government actors in selected countries. Implement an application process amongst GNDR members to become National Coordinating Organisations (NCOs), who will be responsible for coordinating VFL in their countries, including training and coordinating country Participating Organisations (POs), administering the surveys, and organising feedback and use of the findings in their respective countries.
  • Develop and negotiate MOUs with implementing organisations in each country.
  • Identify roles and responsibilities of different GNDR staff and governance mechanisms in the implementation of the project.
  • Develop relationships and alliances with peer organisations / networks and other actors (e.g. Local authorities; Academia; Media) to further support the implementation of VFL 2019.

Implementation in 48 countries

  • Support NCOs to develop workplans and budgets as detailed in the methodology guidelines.
  • Coordinate 4 Regional Training of Trainers to train NCOs in survey implementation
  • Oversee and support the NCOs in the overall coordination and implementation of the VFL 2019 process and production of key deliverables.
  • Working with GNDR’s Regional Development Coordinators (RDCs), support NCOs with the undertaking of surveys, analysis, feedback and dissemination.
  • Oversee and monitor the design and implementation of local action plans, including the dissemination of seed funds to support the implementation of these plans.
  • Assist the NCOs in convening key state and non-state stakeholders to discuss results, develop policy positions and preparation of national reports.
  • Lead the production of a global findings report.

Global Advocacy

  • In consultation with the Advocacy and Learning Coordinator, develop a global campaign based on the findings of VFL 2019, promoting and facilitate joint evidence-based policy advocacy actions and campaigns at national, regional, global levels.

Project Management

  • Preparation and dissemination of monthly activity updates and periodic progress reports for GNDR Secretariat, Board and donors.
  • Support the Finance Manager and Programme Manager in the timely preparation of project budgets and associated team budgets.
  • Approve stage payments to NCOs upon completion of key deliverables as detailed in the MoUs.
  • Assist with internal organisational learning and knowledge sharing activities.
  • Participate in relevant internal cross-team working groups.
  • Identify problems and solutions and manage project changes to achieve required outputs.
  • Develop regular donor reports

Information management and reporting

  • Work with GNDR’s external Data Analyst in the analysis, collation and disaggregation of survey datasets, including feedback and consultations with relevant local and national stakeholders.
  • Work with GNDR’s external consultants to develop data visualisation platform for VFL findings.
  • Develop a global VFL 2019 report, and provide guidance to NCOs in their production of national VFL reports.
  • Support the dissemination of presentation of key results and findings to target audiences.
  • In close collaboration with the Communications Coordinator, disseminate VFL- related results and recommendations to the Secretariat, Global Board, wider membership and external actors.
  • Work with the VFL Officer to prepare timely briefing notes, progress updates, and periodic reports.
  • Work with the VFL Officer to handle requests for VFL information, data and enquiries as appropriate.
  • Work with the VFL Officer to write up case studies and video material.

External relationships and representation

  • In coordination with GNDR colleagues, develop and maintain strong working relationships with GNDR external stakeholders, including governments, UN agencies, development banks, media, institutional donors
  • Support in the organising of, and participate in, international, regional and national events, seminars, workshops and conferences as appropriate
  • As required, represent GNDR at relevant meetings, working groups and conferences.
