Background

Rwanda is prone to a wide range of natural disasters due to its geographic location, its vulnerability to climate change, and its population density. In the revision of its Vision 2020 and the second Economic Development and Poverty Reduction Strategy 2013-2017), The Government of Rwanda is paying more serious attention to establishment of appropriate policy and institutional arrangements for dealing with disaster risks more effectively. The United Nations have been proactively promoting and advocating the need for creating a culture of preparedness since 2003 and has underlined the importance of integrating disaster risk management into the development process.

The Ministry of Disaster Management and Refugee Affairs (MIDIMAR) has secured funding from the World Bank and European Union for the implementation of an evidence-based comprehensive national and district disaster risk profiles.

MIDIMAR is currently looking for an experienced Vulnerability and Loss/Impact Analyst: (to be deployed as soon as possible).

Duties and responsibilities


The Vulnerability and Loss/Impact Analyst will be located in the Ministry of Disaster Management and Refugee Affairs, and will report directly to the Project Manager. She/he will be will be an integral part of the project’s team and provide technical leadership on matters related to Disaster Risk Reduction and vulnerability assessments:

  • Involved in the development of vulnerability assessment framework and overall process, including field testing of diverse methods and tools.
  • Work closely with MIDIMAR project team to standardize vulnerability assessment methodologies and tools, and ensure learning and quality control across different vulnerability assessments conducted in the field.
  • Contribute to the design, development and field testing of ‘options analysis’ tools and methods.
  • Involved in the identification of best practices and collation and synthesis of lessons learned in risk analysis design and implementation.
  • Produce technical papers and policy briefs on vulnerability assessment methods/tools, as well as field experiences.
  • Contribute to additional long- and short-term MIDIMAR technical activities whenever requested.
  • Undertake other related activities as requested by the Project Manager.

Qualifications, experience and required skills

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, development studies, social sciences, economics, environmental management studies or other related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree;
  • Minimum of 3 years professional experience in vulnerability analysis or other related field. This must include at least 2 year of experience working in a humanitarian or development context and 1 year in the analysis of the vulnerability associated with hazards.
  • Good ability to communicate (verbally, writing and reading) in English. Knowledge of French and/or local language is an added advantage.
  • Experience in utilising computer programmes, including MS Office (Word, Excel, and PowerPoint).
  • Willingness to work in a team environment, involving people of different nationalities and/or cultures;
  • Ability to collect and analyse data;
