Workforce Humanity gives entry-level humanitarian workers the opportunity to gain international field experience through an internship with an NGO. Interns work with our NGO partners in Africa and Asia for approximately six months to improve the technical expertise of the skills on the ground. We believe in local development through capacity building of NGOs so that we can empower their representatives and our interns by helping to develop technical expertise, strategic capacity, and enable better responses to the needs of beneficiaries.

Our partner in Kampong Speu is looking for a WASH Program Officer to support their work.

The role:

The WASH Program Officer ensures that water, sanitation, and hygiene project, programs, and awareness are implemented effectively, professionally, and in accordance with the culture and practices of the local population.

WASH Programming

  • Advising the WASH team in water, sanitation and hygiene promotion programming, in broad coordination with other sectors
  • Ensuring quality and integrity of implementation, including adherence to technical guidelines, administrative systems, and established deadlines
  • Identifying and addressing staff capacity building opportunities
  • Evaluating the relevance and appropriateness of current and future programming in relation to water, sanitation and hygiene promotion in the local context
  • Advising on mainstreaming gender, protection, and DRR in project and program activities
  • Preparing the activity plan and monitoring and evaluation system for the proposal
  • Contributing to contingency planning for possible WASH emergency response if required
  • Contributing to the preparation of internal and external reports for the NGO and donors, including expenditure plans and situation reports (SitReps)

Implementation, monitoring and evaluation

  • Develop project monitoring, including participatory methods, progress reporting, review of stated indicators, program adherence to methodology, budget expenditure, etc.
  • Ensure quality and integrity of implementation, administrative systems, and established deadlines
  • Monitor the timely, correct, and contractually appropriate implementation of proposed activities
  • Monitor the project procurement planning and financial forecasting
  • Monitor the culturally acceptable and accessible hygiene, sanitation, and health promotion tools and ensure appropriate implementation
  • Regular monitoring and impact assessment of hygiene and sanitation promotion activities and incorporate lessons learned to existing programs on a timely basis
  • Contribute to developing concept papers and proposals for prospective donors as necessary
  • Participate in updating the WASH strategy, in addition to the larger country strategy to which it contributes

Representation

  • Represent the organization externally and collaborate with government authorities, NGOs, UN agencies, and donors
  • Participating in district and provincial level WASH meetings and other relevant humanitarian coordination meetings
  • Ensure that all relevant stakeholders have information about the organization’s background, program, objectives, working areas, duration of programs and activities in the field
  • Promote and reinforcing relationships with district and provincial technical authorities
  • Ensure correct MOUs are in place with relevant district/province stakeholders

Qualification and skills required:

  • Degree in Engineering, or other relevant training
  • Experience dealing with sensitive topics and an appreciation for how these issues are dealt with in different cultural contexts
  • Training in gender issues would be an asset
  • Experience in cross-cultural settings would be an asset
  • Prior overseas experience would be an asset
