With 57 participating States from Europe, Central Asia and North America, the Organization for Security and Co-operation in Europe (OSCE) forms the largest regional security organization in the world. It has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.
The OSCE recognizes that climate-induced disasters are increasing in frequency and impact, posing unprecedented risks for the security and stability of countries across the globe. Understanding that transboundary cooperation is essential in increasing preparedness and resilience, but also in dealing with disaster consequences, the OSCE supports participating States in developing risk reduction strategies and plans, enables development of supports cross-border learning and cooperation and supports more meaningful community engagement in risk reduction planning.

The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
