    This dimension of building resilience is the future way-post 2015 Post -2015 Frame work. We all, who are deeply committed to the cause of empowering people have to decipher signals that funds to organize events at local level have to be with partnership of local people not depending on out side agency support or governments alone The people have to be motivated to be partners in their RIGHT TO LIFE SECURITY in disasters.This approach had made it possible for Saritsa Foundation to reach to people every week,every month and every in past 13 years with little support from funding organizations and governments.It has been the passion for the team members of Saritsa foundation. A practice which has a potential for replication when funding resources are drying up.

I as Director General of Saritsa Foundation have been advocating and practicing People centered ,People led and People owned dimension of building Safety Culture and Resilience since 5 June 2000.People are most important stake holders to minimize risk and it has to be supported by local governments and outside organisations. The people themselves have to learn to invest in raising awareness,knowledge building, training and sustaining it .It sensitizes their role,duty and accountability to build capacity to protect. The power of awareness of people invariably results in self-confidence and faith in the limitless potential of people which can be activated through development of will power and " WE WILL PREPARE" attitude.Saritsa Foundation has mainstreamed societal organizations,school,college, university organizations, religious,political forums, youth,women, girls,disabled,hospital services employees to support us and be partners to build capacity.

    Hello Everybody and special thanks to Dr Bernadia for promoting cities. My comments are as follows; - motivate Local Government leaders to invest in DRR and resilience - By intereacting with the Local Government Leaders actively thro' some donor funded projects and Institutionalise the DRR activities in cities. City of Colombo has it's own Disaster Management Committee to work towards DRR. - encourage national actions to improve DRR implementation at local level - Develop mechanisms to Improve and strengthen the relationship between national and local governments. - enhance collaboration between citizen groups and local governments for effective risk reduction - Develop mechanisms to strengthen the relationship between citizen groups and local governments, For ex. Invite citizen groups to the Disaster Management Committee led by the Mayor.

    On the website www.quintile72.net/engindex.htm there are weather scores for every month since 2006. There one can find reasons for certain local (strong) weather events and so find local regularities and correspondences with the weather scores. The local qualities are permanent and thus they have quite a regular relationship with the cosmic factors. The best way to get acquainted with the weather scores is just to read the instructions and to compare the weather scores with one’s local weather.
