Evaluation of DIPECHO action plans in Central America
This report presents the main findings, conclusions and recommendations on approaches to disaster risk reduction, based on an evaluation of five DG ECHO disaster preparedness (DIPECHO) Action Plans 1998 to 2007 for Central America, undertaken September–November 2007, focussing particularly on community-based disaster preparedness.
This evaluation lasted more than 7 months, during which time the team visited numerous projects in the field implemented by national and international NGOs, as well as practically all the national and regional authorities in charge of disaster risk reduction in Central America.
