Local Consultancy for Community-based Early Warning System (HydroMet Hazards)

Duties

• Review existing PRC practices in EWS including but not limited to completed EWS Projects or project components;
• Facilitate the workshop in drafting the EWS development and advocacy guidelines;
• Develop EWS guidelines and training modules including PPT presentations and handouts adapted to the community level, aligned with the national guidelines/standards with considerations to the PRC’s auxiliary role to the authorities of the Republic of the Philippines;
• Ensure that the EWS guidelines links the relevant government agencies, PRC-NHQ, Chapters and RC143 Volunteers and is able to generate appropriate early actions at all levels.
• Ensure that PRC EWS guidelines link to the Community Early Warning Guiding Principles of IFRC.
• Integrate games of the RCCC related to EWS in the guidelines and training sessions.
• Lead the conduct of pilot test EWS sessions;
• Finalize the EWS guidelines building on the results of pilot test sessions and the inputs of the international consultant; and
• Facilitate the training of EWS Facilitators.
