Background

Plan International Cambodia and Australia are preparing for the upcoming Asian Development Bank (ADB) Project in Cambodia on Second Rural Water Supply and Sanitation Sector Project from March 2017 to February 2019. The project will support the progressive mainstreaming of climate change adaptation and disaster risk management into rural water supply and sanitation systems.

Description

The Team Leader/International Rural Water Supply and Sanitation Specialist will have dual managerial and technical roles.

For the managerial role, this position will (i) provide overall organization of and guidance for the TA, supported by the Deputy Team Leader; (ii) guide and coordinate the work of all team members; and (iii) take overall responsibility for preparing reports and consolidating reports prepared by all team members.

For the technical role, s/he will lead the team in developing a new RWSS capacity development program under Output 1, using the existing RWSSP2 program as a basis (which includes (i) water, sanitation, and health training, (ii) sanitation awareness, and (iii) sanitation marketing), but mainstreaming climate change and disaster risk management into the new RWSS program.

Training at central and provincial levels will be provided under output 1, including training of trainers. Under Output 2, the specialist will lead the team in applying the new program at the commune and village levels, where the loan activities will be focused and infrastructure will be provided. Under output 3, the specialist will lead the team in developing and rolling-out the three new initiatives to enhance project sustainability.

This position will manage the Deputy Team Leader/National Rural Water Supply and Sanitation Specialist and five international specialists.

Responsibilities

  • Provide leadership and representation for the project with support from the Deputy Team Leader 
  • Supervise the work of the Deputy Team Leader and five international specialists to ensure accountability and deliverables according to the job role and responsibilities
  • Ensure technical oversight of all project interventions through close coordination and liaison with key stakeholders at the PCU and PPTs
  • Lead the development a new RWSS capacity development program using lessons learned and challenges from the previous phase
  • Ensure best practices and technical rigor across water, sanitation, and health training, sanitation awareness, and sanitation marketing
  • Oversee the planning and delivery of training at central and provincial levels, including training of trainers
  • Lead development and roll-out of the new program at the commune and village levels
  • Promote strategies and plans to mainstream climate change, disaster risk management, and gender through interventions 
  • Consolidate data, deliverables, and outcomes to prepare quality reports 
  • Ensure all staff and consultants are oriented and apply the Child Protection Policy and code of conduct throughout project planning, implementation and evaluation
  • Handle interactions and troubleshooting with the project team, key stakeholders and other agency counterparts in a professional manner
  • Advocate, share, and influence government officials and others to raise Plan’s profile, scale up Plan’s programmes and best practices

Qualifications

Education

  • Degree in civil engineering or a related discipline specializing in water supply and sanitation (e.g., economics, public policy, international cooperation, international development, natural sciences or a related field)

Knowledge 

  • In-depth knowledge of water supply and sanitation at policy, technical, and practical levels 
  • General knowledge of rural development in Cambodia
  • Knowledge on key cross cutting issues including gender, equality, and right based approach
  • Understanding of government ministries/departments and other stakeholders in the water and sanitation sectors including their capacity, strengths and weaknesses 

Skills 

  • Excellent leadership, representational, and people management skills
  • Excellent facilitation and coordination skills
  • Excellent English oral and written communication skills
  • Ability to respond on short notice and plan and execute several activities at once
  • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently
  • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams 
  • High proficiency in Microsoft Office suite, including Word, Excel and Outlook

Experience

  • At least 15 years of experience on water supply and sanitation projects
  • At least 10 years of experience in rural development, rural water supply and sanitation, and related fields
  • Previous experience as team leader on ADB TAs and/or loans and on similar projects financed by multilateral development agencies in Southeast Asia is preferred
  • Experience working with government partners

Other Information

The position is based in Phnom Penh and requires frequent travel to provinces to oversee project implementation.
