Development of Climate Action Plans in Southeast Asian Cities
UCLG ASPAC has been hosting the Secretariat of the Global Covenant of Mayors for Climate and Energy (GCoM) for Southeast Asia (SEA) since 2018. The task of the secretariat is to: (i) Support the Development of Climate Action Plans (CAPs); (ii) Build the capacity of GCoM Signatories; and (iii) Become the helpdesk.
Description
The United Cities and Local Governments Asia Pacific (UCLG ASPAC) has been hosting the Secretariat of the Global Covenant of Mayors for Climate and Energy (GCoM) for Southeast Asia (SEA) since 2018. UCLG ASPAC was appointed to support the implementation of the European Union-funded GCoM Asia Project in the Southeast Asia region through DAI project(s). Notably, the completed outputs were accomplished beyond expectations without incurring additional costs, showcasing the efficiency and productivity of UCLG ASPAC as the host of the Secretariat.
UCLG ASPAC has excelled in its role as the GCoM Helpdesk, Communications and Visibility, Coordination and Networking, Capacity Building Activities, Support for CAP Development, and Climate Finance.
The achievements of UCLG ASPAC as the GCoM SEA Secretariat are attributed to strong partnerships with GCoM Global, CDP, and ICLEI among others and support from stakeholders, including line ministries and local governments in Indonesia, Malaysia, Thailand, and Vietnam. Furthermore, UCLG ASPAC has significantly contributed to regional capacity building, coordination support for Climate Action Plan (CAP) development, and research on climate finance. In support of the CAP development, UCLG ASPAC also successfully built a meaningful partnership with some organisations on the targeted countries as follows: CCROM IPB (Indonesia), UTM (Malaysia), TGO (Thailand), and ISPONRE and ACVN (Vietnam). The capacity building, in the form of workshops and webinars, directly benefited 646 people, while the coordination support has contributed to the completion of CAP in 12 Cities (in 2020) and in 16 cities (in 2023). The research, capacity building and coordination support have enabled the GCoM SEA Secretariat to leverage the interest of cities to apply for climate financing.
Did the Sendai Framework change or contribute to changes in your activities/organization? If so, how?
As a local government association, UCLG ASPAC is to serve its member cities as a key knowledge hub on all local government issues in the Asia-Pacific region. It enables collaboration between cities, local governments and their associations, and it encourages democratic local governance.
It also makes partnerships, networks, and programmes to build capacity of local governments and its associations possible. Additionally, UCLG ASPAC advocates for local governments politically within the international community, including with the UN and its agencies.
Furthermore, UCLG ASPAC also supports LGs in several thematic fields, including DRR and Resilience which is inline with Sendai Framework for DRR while also aligning with climate change targets.

What was your position before making this Voluntary Commitment / prior to the Sendai Framework?
As a local government association, UCLG ASPAC serve its member cities as a key knowledge hub on all local government (LGs) issues in the Asia-Pacific region. It enables collaboration between cities, local governments and their associations, and encourages democratic local governance.
It also makes partnerships, networks, and programmes to build capacity of LGs and its associations possible. Additionally, UCLG ASPAC advocates for local governments politically within the international community, including with the UN and its agencies.
UCLG ASPAC supports inclusive societies that uphold social and economic justice, equality, and sustainable development. The local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women’s leadership and environment, and good governance, are all the thematic fields in which UCLG ASPAC is actively involved.
As LGs and Cities in the central of our concerns, we pay attention to their needs. Including in achieving and aligning the climate change targets in the Regional to the National and to the local level.
