TS9: World Reconstruction Conference Thematic Session 9: Shaping Institutions for Reconstruction: Options and Trade-offs

Description

The need for speed is linked to the phases of disaster-response implementation where speed directly saves lives and reduces misery – rescue, relief and early recovery. Since reconstruction takes much longer, planning for it must also start immediately after the event. How institutions are shaped during these various phases will be discussed, along with special procedures for accelerated decision making, internal coordination of response, and dangers of implementing resettlement before livelihood development is programmed. A few specifi c positive and negative lessons of experience will be proposed for discussion.
